03 That's I I'm going to call the Springfield uh city council work session to order with a roll call. >> Mayor Vang Gordon >> here. Councelor Weber >> here. Councelor Mo >> here. >> Councelor Rodley >> here. >> Councelor Buck >> present. >> And councelor Stout >> here. Thank you. >> Uh we have one item this evening. at Springfield Depot building deferred maintenance with Ali Camp. >> Good evening, Mayor and Council. Thank you for having me. Ally Camp, economic development manager. In tonight's work session, I want to introduce you to the needs of the depot building and discuss the project elements which lend to an alter alternative contracting method.
49 Ultimately, at the end of this work session, I'm looking for direction from council on using this approach for this project. The historic depot building has deferred exterior maintenance. The following scope of work is proposed and included in your AIS. Roof repair and or replacement. Gutter repair and/or replacement. Building envelope, siding repair and/or replacement. Exterior pressure washer. Pressure washing and painting. Deck and railing repair and/or replacement. Railcar window and door replacement. Exterior signage. Exterior lighting repairs and miscellaneous exterior HVAC and plumbing repairs. These repairs will need to be processed through a historic review land use application. Where efficiencies are gained with an alternative contracting method is connecting the pre-repair
35 work, the design and land use work with the construction under one contract. This would entail using an alternative contracting method called the design build method. Time efficiencies are helpful for this project because the exterior scope of work will be best suited to complete in nice weather. And because there's a tenant in the building, it would be ideal to minimize the time duration as much as possible. Your memo includes uh the difference between traditional bidding of construction work versus the design build model. Uh consideration for the council at this point is that the design build model approach tends to result in higher upfront costs at the time of bid award. Um the project has available budget using our fund 208 which is transient lodging tax. Um, this fund is eligible to use on this project because
21 the building currently serves as Springfield's visitors information center. Um, ultimately I'm looking for direction to proceed with alternative contracting method of design build and um, any other considerations from the council and questions you may have. >> Council Rodley, >> thank you. I do have questions and I read it and then I went back to think if I could find the answer before I ask it. So, if it's in there, don't tell me because I looked a couple places. Um, when it comes to the process, do you still how do what what's the the bidding process look like in terms of um does it look any different? Do we still do like an RFP? What does it look like to find the people that we're going to work with? Um, a couple of steps before a formal solicitation, um, ultimately a
07 public hearing would need to be conducted. Uh the council would consider testimony and then adopt a resolution approving this approach. Um the project would then proceed with a formal solicitation and RFP which would be competitive just like other RFPs based on the criteria selected for this project. >> Council Mo. >> So we would not have a cost until that happens, right? >> We would not have a cost for y'all to approve until after the RFP solicitation closes. Thank you. Hi, Councelor Stone. >> Thank you. Um, there's pressure washing a a side of a building and then also repairing cedar shingles and then also repairing a rail car are three completely different skill sets. Are we
54 planning on breaking the RFP up into different things? Are we looking for like one GC to cover all the different things? And I'm just curious about that one because I know if we're going to be more independently minded, certainly there's a cost savings to us for the project. like if we're doing, you know, one contractor doing this versus another thing. I just wondered about I'm not sure how either of these models approach that or just what you think about the overall approach. >> Um, I think this project lends itself to a general contractor considering the multiple different trades needed and considering the land use and design work needed pre-RO as well. >> Anybody else? Uh, councelor Mo, >> I I think it's sort of like a general contractor and he'll have several subcontractors
46 >> at the end of this project. What would the how much deferred maintenance will be left on the depot building? >> You know, I don't know if I have that full scope of work in front of me. Um, these are the biggest items the the biggest building systems in the worst repair. So, this kind of stab at exterior renovation on the depot building will put us in a spot where the building is well taken care of. >> Okay. So would the right way to be think about think about completion like hey it's caught up but there's always a little bit of deferred maintenance that is sort of out there that there's nothing relatively big scale that we haven't dealt with.
31 >> Sure. This scope of work includes some of the biggest building systems on the outside of the building. >> Okay. Uh, councelor Buck. >> And ju just to clarify, the uh the depot is on the historic registry, correct? >> Yes, it is the depot and the rail car. >> Okay. So, in order to throughout the bidding process, um I'm not sure how how much everybody else on council is familiar with that complicates the bidding process. Um and it complicates the cost and this the skill set um of that's that's required.
23 Yeah. All right. Any other comments? Oh, go ahead. Council St. Just uh one last question and this is only because I have knowledge of that roof. Uh when is the last time that the roof received a uh regular maintenance? Do we know that? >> All right. I think you're just looking for a head nod from us tonight to bring it forward for a public hearing. >> Correct. >> Okay. Yeah, this looks good. Um, you know, it's a building that's really important and has an important tenant for us in it. So, it will be nice to uh get it updated. Thank you.
