Uh whereas up to 35% of all food produced is wasted even though much of it is safe. Excuse me. It's safe and nutritious and can help
1:36 feed those in need. Whereas everyone benefits from better utilizing of food resources creating a stronger and more sustainable community. Whereas we have an opportunity to conserve shared resources such as land, water, and energy that are used to produce and transport food that ultimately goes uneaten. And whereas food in landfills decomposes slowly releasing methane gas, a potent contributor to climate change. I, Sean Van Gordon, mayor of Springfield, proclaim September 28th through October 4th as food waste prevention week in Springfield, and encourage residents to commit to reducing food waste in their homes, workplaces, and communities. Next item, please. >> Mayor, the next item is the domestic violence awareness awareness month

Um
6:07 one of the uh committees that we chair or that I chair ends um Council Weber's vice chair of is the judiciary committee. And I just wanted to share a few updates with the whole council so we're not caught off guard about any changes that we're doing. We're trying to use just basically best practices for um evaluating not only our judge and our pro tem judges uh sort of as we're doing for the city manager. So I'm just going to read briefly uh Chaim Hertz's comments on this. So um here's a quick summary of some of the changes that you'll be seeing come to you but you're being we're appraising you of in advance. Narrowing the evaluator group to just three uh JFC members is permissible. Um joint uh judiciary and fiduciary judiciary and finance committee.
6:53 Any decisions related to discipline or termination must remain with the full council consistent with the employment contract and the charter. No formal council action is required to implement the updated evaluation approach. The uh judiciary and finance committee is authorized to conduct the evaluations under this structure. So council's informed of this change. Here we are at uh the business from the council. And the judiciary and finance committee should review and approve an updated SOP uh standard operating procedure before using it. And any deviations from the SOP should be documented with a short email or memo for the record. So that is my brief update um and we've enjoyed working on this process and it's been
7:38 really fun to have um especially Chaim leading and also um uh Judge Tierney leading the effort to uh reevaluate and um rework this process which has been kind of um sticky for a little a little while here. So, thank you. >> Thank you for your work on that. Councilor Roddy. >> My My only comment is that it was fun for you to work on all of that judiciary stuff. So, you are in the right committee. >> [laughter] >> All right. Anybody else for business from council? All right. Next item, please. >> Next item under business from the city manager is a project delegation to CEDA of city-owned property in the Glenwood Master Plan area. Ellie Camp is here for this item.
8:33 >> Good evening, City Council. Ellie Camp, Economic Development Manager. Um tonight we are here to talk about an item in regards to the tax lot that has the addresses 325 and 295 North Brooklyn. This is a city-owned piece of property within the Glenwood Master Plan area, a Springfield Economic Development Agency project. To maintain efficiency and clarity, staff have drafted a delegation agreement and resolution for the council's decision tonight in your packet. The delegation agreement proposes to assign to CEDA all development-related negotiations, specifically for the park, open space, and riverfront trail elements. The delegation agreement specifically excludes topics of tenancy and leasing, which will continue to reside with the council. The city and CEDA have aligned interests
9:18 in this in bringing this riverfront area to fruition because the entire council serves on CEDA, the council will remain informed of development-related negotiation progress. Um next step, should the council continue, this item would go to CEDA for to determine whether to accept the project delegation. And I'm available for any questions. >> Are there any questions? Anybody concerned about sending it over to those folks in CED A? >> I move to adopt a resolution delegating to the Springfield Economic Development Agency CED A the negotiation of one or more binding agreements for the development of city-owned property at 295 and 325 North Brookline
10:04 Street map and tax lot 17-03-34-41-00800. >> I will second that. >> Any discussion to this? Neil, could you call the vote, please? >> Yes, Counselor Weber. >> Yes. >> Counselor Moe. >> Yes. >> Counselor Bradley. >> Yes. >> Counselor Quadros. >> Yes. >> Counselor Buck. >> Yes. >> Counselor Snow. >> Yes, thank you. >> Motion passes six yeses, zero no's. Next item, please. No other business from the city manager's office. Any business from the city attorney? >> Uh no business, thank you. >> All right, that was the last item. We are adjourned for the evening. Have a good night.
